PRE-ANNEXATION LAND USE AND ZONING FOR THE SOUTHWEST ANNEXATION Since the Lake Stevens City Council passed a resolution on February 23, 2009 to move forward with an election method annexation for the Southwest Annexation area, the City can review and adopt pre-annexation land use and zoning. The election is scheduled for November 3, 2009. These designations would not become effective until the effective date of the annexation. The City and County do not have the exact same designations. Therefore, the City reviewed the current Snohomish County Future Land Use designations and Zoning classifications, drove the annexation area to look at current land use, and researched requests for changes already submitted to the County. Based on this information, the City selected the land use and zoning most closely related to the current designations, the requested change and/or the most appropriate for current use. Pre-Annexation Comprehensive Plan Land Use Map In addition to proposed maps, the City is required to determine if the action of adopting new land use and zoning will have a significant impact on the environment. The City issued a State Environmental Policy Act (SEPA) Determination of Non-Significance (DNS) on February 27, 2009 in addition to adopting Snohomish County environmental documents. A SEPA Addendum to the County and City environmental documents was also issued the same day. SEPA DNS and Adoption of County Documents The Planning Commission will hold a public hearing on the pre-annexation land use and zoning on Wednesday, March 18, at the Lake Stevens Community Center (1812 Main Street) at 7 pm. The City Council will hold a public hearing on the pre-annexation land use and zoning on Monday, March 23, at the Lake Stevens School District Educational Center (12309 22nd Street NE) at 7 pm. Public testimony will be accepted both before and at both public hearings. |
