PLANNING AND COMMUNITY DEVELOPMENT

The Department of Planning and Community Development has two divisions: Planning and Building.

The Planning Division prepares, administers and implements land use plans, proposals and policies, parks and open space proposals, and codes that guide and regulate the physical development of the City. This division prepares and administers the City's Comprehensive Plan and ensures consistency with the State's growth management laws. They also implement the plan through the administration of zoning, subdivision, annexation and design review applications.

The Building Division reviews all applications and conducts inspections for building, plumbing and mechanical permits for conformance with various building codes and City ordinances.

The Department of Community Development provides a variety of services ranging from land use and building permits, environmental review, comprehensive plan and code development and parks planning. It is a primary mission of the department to continuously improve the opportunities for meaningful citizen involvement in their government.

PERMIT CENTER
The Permit Center is where you can access the building, public works and planning departments.
We are located at 1820 Main Street, right behind City Hall.

Our open hours are:

M-W-Th-F: 8:00 am- 4:00 pm,
Tuesday 8:00 am- Noon.

Effective March 1, 2010:
Monday - Friday 8:00 am - 5:00 pm



PLANNING

The Long Range Planning Function is primarily responsible for developing and administering the comprehensive and shoreline master plans, parks planning, and the development regulations that implement them.

The Development Review Function is primarily responsible for implementing the development regulations including land use permits, environmental review and enforcement.


In 2004 we will be focusing our long range planning efforts on meeting state mandated deadlines for review and amendment of our critical areas ordinance and review and amendment of our Comprehensive Plan. Reports, draft documents and opportunities for public comment will be posted on the Department of Planning and Community Development web page as they become available.

BUILDING

The Building Function is responsible for administering the building codes, plan review and issuance of permits and performing inspections. The Building Inspector is also responsible for issuing sign and clearing and grading permits.
